The United States Postal Service® (USPS)® recently published new prices and postage statements for the market dominant product lines, including First-Class Mail®, Standard Mail®, Periodicals and Bound Printed Matter.
Before you get into a panic about postal prices going up again – relax! – this is actually a price DECREASE!
You may recall back in 2013 the USPS submitted two price rate cases to the Postal Regulatory Commission (PRC). One of the cases was for the typical Consumer Price Index (CPI) cap increase (for this case, 1.6%) that the USPS is allowed to file based on the Postal Accountability and Enhancement Act (PAEA). The other case was for an “exigent” increase (4.3%), which is also allowed to be filed under PAEA. That case was for increases above the CPI cap, due to what the USPS classified as “exigent” circumstances. The USPS cited the poor economy and loss of mail volume as the exigent circumstances.
Both the regular CPI increase and the exigent increases were approved by the PRC, but the PRC ruled that since the circumstances were deemed exigent, the increase could not be made permanent. The time period for those exigent increases has come to an end, and the USPS is now required to “roll back” their prices by the amount of those exigent increases. These new prices, which again reflect a decrease over the current prices, are scheduled to be implemented sometime in April 2016, but the exact date has yet to be determined.

The new prices have been made available in Excel and CSV format and may be accessed from the Postal Explorer web site. The new draft postage statements are also available on the Postal Explorer web site.
